On the morning of November 23rd the Port of Tarragona and the company Vopak Terquimsa carried out an emergency drill for the Port of Tarragona’s Port Security Plan (Security) and Self-Protection Plan (Pla d'Autoprotecció-PAU) simulating a sabotage and leakage of products during the operation of loading tanker wagons
During the simulation, carried out in the public FFCC Terminal for loading and unloading chemical products on the Moll de Química dock, the Port Security Plan (Security) was activated in order to deal with an emergency of anti-social origin (sabotage) and the Self-Protection Plan (PAU) for the Port of Tarragona at emergency phase Level 2. In order to respond to the emergency, personnel from the Port Police and the Advanced Command Centre, the Port’s Chemical Park Firefighters and the container for combating pollution were mobilised, as well as the health services of Activa Mútua – Prevenport. Vopak Terquimsa’s PAU was also activated and the company’s personnel mobilised, in addition to activating the external services of the Generalitat’s Fire Department and the Guardia Civil.
During the simulation it was also decided to activate the PIM in alert phase to ensure the non-involvement of product spilled in the water and, for this reason, the Port Police vessel 'Llampuga' was also deployed.
The goal of the drill is to verify the operational capability of the human and material resources of the terminal and of the Port Authority defined in the framework of the Self-protection Plan, as well as those set out in both bodies’ security plans, in order to deal with an emergency situation generated by sabotage at the Vopak Terquimsa facilities, which might lead to a leak of chemical products during loading operations. In the same way, the aim is to check the proper coordination between the different self-protection plans activated.
