Santiago J. Castellà Surribas (Barcelona, 1967) is president of the Port Authority of Tarragona since October 31, 2024.

Castellà holds a degree in Law from the University of Barcelona, a degree in Political Science from the National University of Distance Education, a postgraduate degree in European and International Studies, a master's degree in Security, Peace and Defense from the General Gutiérrez Mellado University Institute, and a doctorate in International Law from the University of Barcelona. For 25 years he has been a professor in the Department of Public Law at the Universitat Rovira i Virgili (URV).

Graduate in Mathematics from the University of Barcelona (1981),he has extensive experience in the Tarragona Port Authority where he has held various positions of responsibility.

Throughout his career, he has occupied important positions within the organisation, highlighting his work in strategic planning as head of the Economic and Administration Department, as well as director of the Strategy, Quality and Innovation Department, before his appointment as Director of the Tarragona Port Authority in April 2025.
