Industrial safety and self-protection

Industrial safety in the installations of the Port of Tarragona is a commitment that is intrinsic to the carrying out of our Port activity. In order to reaffirm our commitment to a secure and effective management, the Self-protection Plan for the Port of Tarragona (Pla d'Autoprotecció del Port de Tarragona - PAUL), also known as the Internal Emergency Plan for the Port of Tarragona (Pla d’Emergència Interior del Port de Tarragona - PEI), was approved in 2013. This document has been prepared in accordance with the appropriate regulations established by Decree 30/2015, approving the catalogue of activities and centres required to adopt self-protection measures, and also in line with the Basic Self-protection Regulations, in accordance with Decree 393/1997, which establishes the content of these measures.

The Self-protection Plan and the tasks for preparing the Port Safety Plan specify the actions of the organisation and the means required to deal with any events that might pose a risk to life, the environment and/or property.

It should be highlighted that the Port of Tarragona is the first port in the state port system to obtain the Emergency Management Certificate based on the international ISO 22320 standard..

The standard compiles the world’s best practices in integrated emergency management with the goal of establishing the order and organisational control of structures and procedures, decision-making, traceability and information management.

The ISO 22320 certification represents a guarantee and a commitment on the part of the Port to the safety of people, infrastructure, activities and the environment.

    The Tarragona Port Authority is now equipped with new resources and equipment in matters of Port Civil Protection, deriving from the existing collaboration agreement with the Tarragona Association of Civil Protection Volunteers.

    Under the direction of the Port Authority of Tarragona, and without prejudice to the guidelines that other bodies may follow in exercising their powers, the Association of Civil Protection Volunteers has carried out the following tasks within the service area of the Port:

    Providing support services for other intervening bodies, in accordance with the action and coordination plans in force.

    Intervening in emergency operations in the Port area, in accordance with the instructions provided by the bodies directing these.

    Participating in activities and actions related to the security and civil protection in cruise ship intervention measures, in a coordinated way and following the guidelines established by the Tarragona Port Authority.

    Participating in drills organised by the Tarragona Port Authority, where their resources are required.

     

    MATERIAL RESOURCES

    The TPA has provided a basic life support ambulance designed to cover some of the requirements that the Tarragona Association of Civil Protection Volunteers has within the scope of its powers and attributions.

    Heliport

     

    Port of Tarragona Heliport

     

    The Port Authority of Tarragona is equipped with a permanent specialised heliport with restricted use, designed for carrying out a variety of aerial activities, such as private and corporate aviation as well as aerial work involving maritime rescue and emergencies.

    These activities can be performed 365 days a year, from dawn till dusk.

    The design parameters are:

     

    1st. D (maximum helicopter dimensions): 18.7 metres

    2nd. RD (helicopter rotor diameter): 15.6 metres

    3rd. MTOW (maximum take-off weight): 8,600 Kg

    4th. UCW (maximum undercarriage width): 3.0 metres

    5th. Performance class: 1 (in single trajectory), 2 and 3

    6th. Raised or surface heliport: Surface

    This is one of the resources the Port of Tarragona has in order to deal with emergency situations and fire fighting, in accordance with the terms established in the applicable regulations in force. It is located within the Port area, and the fire station is managed in collaboration with the South Chemical Complex’s Association of companies.

     

    A list of some of the material resources that the fire station has at its disposal:

     

    A high flow-rate monitor with a foam mixing unit, a container tug with 2,000 metres of 6 inch hoses, accessories and a hydraulic collection unit.

    A mixed water-foam vehicle on an IVECO AD 190 T33 chassis

    Rapid response vehicles

    TETRA transmitters, thermal imaging camera and gas detectors
