PORT POLICE

Port Security for the Port of Tarragona is the responsibility of the Port Police Force.

We are a professional administrative police force, which is committed to security and which takes an active part in ensuring the Comprehensive Security of port facilities and of the Port-City environment.

Responsibility, commitment, reliability and professionalism are the values that identify our Port Police, which carry out their functions in complete alignment with the mission, vision and values of the Tarragona Port Authority.

Authorisation for Special transports

The Port Police maintain a close and active link with the development of the Industrial Security/Safety of the Port of Tarragona. In this regard the police handle permits for special transports and their assistance from entry in the Port area to their destination and vice versa. This request must be made at least 48 hours prior to the arrival or departure of the transport.

The limitations, conditions or authorisations referred to in this document are without prejudice to the requirements, requisites or authorisations legally required in accordance with the rules and regulations governing each particular type of activity, as well as the proprietary rights of occupation of the Port’s public domain which will prevail over these activities, and the limitations arising in matters of Port security (ISPS) and Critical Infrastructure.

The limitations, conditions and authorisations referred to in this document may be exempted for sporting events, races or other specific collective acts in any area of the Port waters, following express prior authorisation by the Tarragona Port Authority and the Tarragona Harbour Master’s Office, and on implementing the conditions and considerations that are established by these authorities.

  Fishing, sports or leisure activities.

  Sports rowing activity from the mouth of the Francolí River as far as the limit marked by the pipe rack bridge crossing over to the Chemistry dock. With express authorisation, the aforementioned limit may be exceeded.

Area B1. Anchorage area

  As an exception, mechanically-propelled boats and sailing vessels equipped with VHF are permitted to travel across without interruption, provided they keep radio watch on Channel 16. During the crossing, a clearance of not less than 50 metres from any ship at anchor or manoeuvring must be respected, keeping clear of their course changes and not interfering with the operation of these vessels. Sailing vessels will not have priority over manoeuvring merchant vessels.

This includes the channels for accessing the harbour mouth from the outer Port waters or from the anchorage area.

  Fishing, sports or leisure activities.

  As an exception, mechanically-propelled boats, jet-skis and sailing vessels equipped with VHF (except for the jet-skis) are permitted to travel across without interruption provided they keep radio watch on Channel 16, with special care and attention being paid in all cases and in navigating, taking account of the high volume of traffic of merchant vessels manoeuvring as they enter and exit the Port.

  Pleasure craft or other floating structures may cross provided that they are accompanied by a support motor boat equipped with VHF and provided that the vessel itself keeps radio watch on Channel 16 and prior to starting to cross the aforementioned area, notifies this on Channel 14 (Tarragona Pilots) in order to coordinate the passage of said vessels.

This covers a radius of 560 metres around the SBM (3 cables).

  Fishing, sports or leisure activities, in accordance with that established in the Tarragona Harbour Master’s Office Resolution of June 1st 2001, published in the BOPT on June 21st 2001.

  Sports or leisure activities, non-commercial fishing and commercial fishing exclusively with small-scale trammel nets and paternoster lines, providing they are undertaken with effective visual and auditory vigilance and in safe conditions that do not obstruct the entrance and departure channels of vessels from the commercial port and leisure craft from the Marina.

In the area of the Llevant pier breakwater and the marina’s outer protective breakwater

  Motor or sailing vessels, sailing and anchoring in the 50 first metres from the highest point of the breakwater.

  Use as a means of access to the sea for any activity, except for the crossings and installations authorised by the TPA that satisfy the appropriate security conditions for this purpose.


In the area of beaches and rocks

  In the area of beaches and rocks, the prohibitions and restrictions will be applicable, with the limits and conditions laid down in the legislation concerning coasts and in the Plans for the municipal uses of beaches.

  A strip of buoys with the corresponding access channel may be established during the summer period.

    HUMAN TEAM

     

     

    The Port Police Force is made up of approximately fifty police, administrative and technical professionals, organised hierarchically: Head of Division, Chief, Service Head, Team Leaders and permanent and temporary agents.

    To join the force applicants need to pass the entrance examinations when these are announced.

    All members of the force have been trained at the Catalonia Institute of Public Security/Safety (Institut de Seguretat Pública de Catalunya), both in basic training and in promotion training courses. In addition, we receive ongoing training in areas related to the functions and specific skills we exercise in the port area.

    The Port Police Support Office is an organisational mainstay for the proper functioning of the Force.

    From this office we carry out all the internal management, of both human and material resources.

    Thus the team made up of police and administrative staff is responsible for managing the Force Records, for developing measures and for cross-representation with other departments of the APT.

    The Port Police’s Command and Video Surveillance Centre (Centre de Comandament i Videovigilància - CCV) is one of the most important elements in the field of Security and Port Security.

    It is the point of convergence of all our Port’s control, monitoring and response systems, which are managed by the control centre’s police operators with the support of the maintenance and I.T. security technicians.

    This centre has an adjoining room for dealing with possible crises, which is equipped with technological systems that enable the coordination of the different players that would intervene in a possible crisis needing to be managed from the Port.

    Its security and self-protection systems have been implemented in accordance with the European guidelines in these matters.

     

    TECHNOLOGIES

    It is currently being equipped with cutting-edge technological tools that allow us to integrate all the security systems existing in the Port and gradually to incorporate all the improvements identified in the Port Security Plan. Its aim is to ensure a cross-disciplinary, coordinated and quality response in the fields of prevention, and of responses in the event of possible incidents and emergencies.

      A communications integrator (Tetra, VHF) brings together all the radio communication systems – terrestrial, maritime and aerial-, and integrates them into the same management and control platform, thereby aiding its use from the CCV

    The Advanced Command Centre (Centre de Comandament Avançat - CCA) is a mobile unit designed to provide coverage for major emergencies, making it possible to reach as close to the location of the incident as possible..

    It is a mobile emergency management centre which has the same technologies and platforms for management as the CCV, being able to deploy these systems in situ. This vehicle is a material resource that the port police use in the area of Port security and safety. It also acts as a logistical control centre for the crisis office for emergency situations and drills.

     

    VEHICLE FLEET

    Under this same principle the Port Police have a fleet of seven vehicles and two motorcycles, which enables them to carry out operations, including movement and patrolling, more effectively. All of them are duly marked with reflective materials that allow for greater visibility and faster identification of the units.

     

    MARITIME UNITS

     

    To increase the security in the port area, two vessels have been included in the Port’s security resources:

     Lluerna U

     

    The aim is to increase and supplement the surveillance and security service for the Port of Tarragona’s service area from the water section, as well as increasing the levels of prevention and response to any accident/incident in this area.

    In addition, the boat service is implemented completely transversally in order to respond to possible requests from other departments of the TPA such as environment or operations, among others. The vessel becomes part of the Comprehensive Security department of the Port of Tarragona, and the aim is for it to become an important resource that, in a coordinated way and by means of cooperation protocols, will be available to other administrative bodies involved in the Port of Tarragona.

    ANNUAL REPORTS  

    Far more than just a compendium of resources and the activities carried out during each year, the Annual Report of the Port Police is a highly valuable component that is indispensable for improving our organisation, and one that, in turn, makes it possible for the activity of this force to become more widely known. In these documents organisational values are linked to the close relationship of the Port Police and our Port’s main areas of strategic growth. In addition, it reaffirms this force’s determination to work for our community, and at the same time, to allow everyone to learn about the activity related to the safety, security and sustainability of the Port transparently and objectively, thereby highlighting the commitment of the Port Police to making the Port an important point of reference for other ports worldwide.
